A counterterrorist agent on that "one last mission" joins up with a flamboyant, rainbow-haired arms dealer in pursuit of a sleazy terrorist. This situation creates a narrative space enclosing gleefully excessive plot excesses (the arrival of an underground order of militaristic monks) and plenty of basketball-related jokes (a free-throw with a human skull).
