Peedu Ojamaa, the manager of the only advertising agency in the Soviet Union, Eesti Reklaamfilm, "could make Eskimos dance polka". This is a documentary of the company and the man, and a prime example of a film that's dexterously put together using almost only archive material. Even before perestroika there was a shortage of everything. But it didn't stop advertisers – to market even products that didn't exist. It was a lot easier than producing them.
